The 2009 Hottest MCs in the Game rollout is on! As in 2007 and 2008, the list, determined by the MTV News Hip-Hop Brain Trust, is based on an MC's achievements right now, rather than an entire career. The criteria is based on a combination of rhyme skill, flow and how those things are implemented musically as the main factors. The Brain Trust also considers buzz, impact, commercial success — sales, airplay, business ventures, Web presence, endorsements and helping to spawn other artists' careers — and the intangible, impact: Can an artist not only contribute to the rap game but influence cultural shifts? Are they trendsetters? All of these factors — and the results of our audience poll, which closed last week and gets a vote at the Roundtable during the Brain Trust's debate — contribute to deciding who is the Hottest MC in the Game. We'll be announcing an MC's rank every day this week, with the full list revealed on Sunday at 10 p.m. during "P. Diddy's Starmaker"!

Why He's Hot: Young Jeezy may not yet have a mainstream, marquee name like some of his platinum peers, but the Snowman is an undeniable rap goliath. In hip-hop, his moniker holds just as much weight as the other big dogs. How else could he bring out Kanye West and Usher during the big Birthday Bash concert in his hometown of Atlanta last summer, and then turn around in 2009 and usher out surprise guests Mary J. Blige and Lil Wayne? And by the way, when Jay-Z decided to perform his earthshaking "D.O.A. (Death of Auto-Tune)" in concert for the first time anywhere on the globe, he came out during Jeezy's set at the "Summer Jam" show in New Jersey. And he followed that with a prominent slot on Lil Wayne's "America's Most Wanted" tour last summer, which ran for six weeks and was one of the most successful tours of the year thus far.

This year the Snowman continued to galvanize his fans with authenticity, riding the wave of his most well rounded album to date, The Recession. Young wasn't afraid to make a topical LP that confronted many of the fears in a climate of economic uncertainty while still feeding his loyal followers with a slew of bangers that added to his legacy of undeniable anthems. The LP was a milestone in Jeezy's still-young career, and a bold reproach to any detractors who might have claimed the Snowman is light on lyrics and the mic. Nah! Jeezy continues to be one the game's most inspiring speakers, levying records like "My President" that resonate from the 'hood to the globe, such as while articulating the common man's angst as well as his own grief during bangers such as "Crazy World." Even in the harshest of times however, Jeezy also shines with versatility, parading street anthems that put his commanding savoir faire and ear for speaker-splintering beats right on Main Street. No matter what club you go to across the country, every DJ plays a Jeezy set.

Co-Signer: Lil Boosie "I'mma say Jeezy [belongs on the list] before everybody," Lil Boosie told MTV News. "He has a new album coming — it's still a Recession, so he's got the title. He's killing everybody's remixes. He don't switch up: People know he's rapping his life. Once you get the people like that, they become fanatics for you. He's sold 3 million records and he's still talking birds. He's street, he ain't changing and people love Jeezy for that. Ignitable Incitement: "We got to stand up," Young Jeezy told MTV News. "We got to be 'We the people' — it's on us. That's what we got to do. We got to stick together. I really wanted to get me on [The Recession], expressing my feelings, my concerns about what's going on. I wanted to make good music around this time, but I also wanted to drop a couple gems about what's going on in the economy and stuff like that. Sometimes we look over it. We don't tap into it until election time.

"Music is how you feel," he continued, talking about the motivation behind "My President." "But if I can say one word, I'll say 'necessary.' I felt it was necessary. I never ever paid attention to any election. I'm not really [into] politics or anything like that. It never benefited us. This time around, it's not a black-or-white thing — you got somebody in there for us that's well-spoken and gonna handle their business. I just wanted to do my part and let them know we need change, we need help, it's rough out there."

When Michael Jordan won his championships, the Hall of Fame hooper didn't head up to Rucker Park in the offseason to prove to street ballers he could still play. But that's what Lil Wayne is doing with his next mixtape, No Ceiling, according to Mack Maine. The Young Money exec told Mixtape Daily that Weezy wanted to prove that the triple-platinum success of Tha Carter III hasn't slowed his rhymes.

"On his birthday, he was saying, 'Everyone else is putting out mixtapes, so I gotta show them that I still got it,' " Mack explained. "And he also said that a lot of beats are coming out that he likes, so, you know, once that happens, he's gotta put out his own versions to the beats he likes. It's not fair. It's not necessary, to me. Like, what are you trying to prove? Let these little dudes have their lane for a few, man. He's about to come and smash people's albums."

So far Wayne is about six songs in, Mack revealed. Young Money has been flooding the streets and the Web with mixtapes lately, as Nicki Minaj, Jae Mill, and Gudda Gudda all have product out now.

While working on No Ceiling, the Cash Money superstar is also finishing up his long-awaited rock-influenced album Rebirth and overseeing the Young Money debut, both of which are set for December releases. Those are the projects Mack is most eager to see come out.

"They the two new babies, two newborns," he said. "The [No Ceiling] mixtape, that's Jordan. The two albums are like rookies. We wanna see how they do their first season."

Mack wouldn't give any details on just when to expect No Ceiling, but the New Orleans native had some advice for eager fans.

"You just gotta be tuned into the Internet," he said. "And make sure your wireless is working that night, 'cause that sh--'s just gonna drop."

Foo Fighters Return (Unassumingly) With 'Wheels' Video

Sometimes you need to be reminded that the Foo Fighters are one of the hugest rock acts on the planet. This is because — despite the fact that they've sold millions of albums, won Grammys, toured the globe and jammed out on Zeppelin tunes with John Paul Jones and Jimmy Page at Wembley Stadium — they are basically four exceedingly normal dudes. Half of them look like accountants. The other half are drummers. None of them are really rock stars.

I only bring this up because — in the grand tradition of every huge rock act that has come before them — the Foos are finally getting around to releasing a best-of compilation, the unassumingly titled Foo Fighters: Greatest Hits (due November 3). That it took them more than a decade to do so is only further testament to their humility. It's almost as if they kept putting it off, probably because it didn't feel right.

But now, with the band on a semi-permanent hiatus — and frontman Dave Grohl tooling around with JPJ and Josh Homme in Them Crooked Vultures — the timing seems strangely perfect for Greatest Hits. Like I said, sometimes people need reminding.

And, of course, every massive rock band knows that a best-of comp needs some new material thrown in to sweeten the pot. (The Foos might be unassuming; they are not, however, dummies.) So, in keeping with grand tradition, Greatest Hits features a pair of fresh tracks: "Wheels" and "Word Forward," both produced by Butch Vig. "Wheels," which hit radio last week, draws the honors of serving as the first single. That it would be accompanied by a music video was a given.

Sam Brown (who did the video for the Foos' "The Pretender") helms the clip, and unlike their previous collaboration, it's a decidedly mellow affair. There are no exploding walls of viscous fluid or charging men in riot gear this time out. Rather, the whole thing sort of looks like the cover of Death Cab for Cutie's Plans album: There is much super-imposing of foliage and hazy, gauzy light fixtures that flicker just so. It is a pretty low-key affair — as if the Foo Fighters would have it any other way.

This is not to say that it's not also pretty good (it is), and it fits the well-worn, workmanlike hum of "Wheels" itself, which would not seem out of place among the latest offerings by Chris Daughtry or David Cook on adult-contemporary radio. These days, with modern-rock stations mining the inner recesses of their program director's iPod (or disappearing altogether), that's a decidedly brilliant play for Dave Grohl and company. After all, even huge rock bands need to have their songs heard by the masses.

So while the song (and video) might be slight departures, the Foo Fighters haven't strayed from the course. They are still a massive act. "Wheels" might make them even more massive, which, given that they're currently on hiatus, is somewhat fitting — it's the most unassuming way to go about things, after all.

It seems like 50 Cent and the MTV News Hip-Hop Brain Trust have a difference of opinions.

The G-Unit superstar landed at #9 on this year's Hottest MCs in the Game list, falling just behind Fabolous, who was announced at #8 on Wednesday (September 30). But with 50 Cent's omnipresent ventures — releasing two mixtapes over the summer, having a best-selling book and organizing his 40 Day celebration — Fif thinks he should be higher on the list.

"I think I'm #1," the rapper told Angie Martinez on Wednesday during an interview with New York hip-hop station Hot 97. "I'm in the top five, at least. I'm my favorite, if you ask me. These other guys are cool, but not as cool as me."

The rapper keeps blogs buzzing and is one of the world's best-known artists, whether it's through his antics or street records like "Flight 187." But this year, when stacked against the competition, his heat couldn't deliver him any higher.

But 50 took it in stride. "It's like anyone else's personal opinion," 50 explained. "They may say #9, but I don't care if they put me #41. It's just who you're asking that day."

50, who in the past hasn't exactly been OK with his ranking on the list, fired a shot at the Brain Trust members. He felt his past work was being held against him in a list that's supposed to be about right now. He also asked how a collection of people who don't make music can judge his work if they don't know the experience of composing songs.

"When they do that [list], look at that table and tell me who makes music," he said. "Who understands the pressure of competing with their own material? Nobody at that table. They're judging me based on how they felt about me at another point. Because in 2003, they would have made me #1. And now they're putting what I'm doing right now against that. That's how I feel."

Paramore's Hayley Williams Gives Us A Tour Of Her Crib

FRANKLIN, Tennessee — Hayley Williams' house is a lot like the singer herself: tiny and modest, with a good foundation. And to extend the metaphor one step further, much like Williams, the place is positively bursting with punky energy — everywhere you turn there are bright colors, kitschy tokens taken from her trips around the world and mementos from Paramore's brief, yet incredibly meteoric, rise to fame.

We learned this all in one quick tour of the place, guided by Williams at the end of a very long day spent exploring the band's hometown of Franklin (we did a whole lot of eating, thrifting and driving), in celebration of their just-released Brand New Eyes album. And though she was understandably tired, Williams' eyes lit up as she took us from room to room, pointing out odds and ends that make the place very much hers.

"This house is really old — it was built in the '30s. It's small and I haven't been in it all that long, but it's already everything I ever wanted," she smiled. "It's definitely a work in progress, but I'm making it mine."

From the checkered tile floor in the kitchen ("It's what sold the house to me") to the living room packed with Barbie dolls and Johnny Cash portraits — not to mention a red couch that Williams bought to mimic the cover of Paramore's first album, 2005's All We Know Is Falling — the place positively seeps with her style. There's also a candy-striped sitting room (the walls were painted to match Mark Rydan's painting "Rosie's Tea Party") that she's filled with Paramore's platinum plaques, a blue-painted guest room with empty frames hung on the wall (as seen on the back cover of Eyes) and a certifiably spooky basement, which will someday serve a higher purpose.

"I want to do this up so Paramore can rehearse down here, and maybe we can throw some shows for dudes with acoustic guitars," she laughed. "I'll make sure to keep the concrete floor so we can thrash around a little bit."

And upstairs in her bedroom (we know this because she's stuck a "Hayley" license plate to the door), she shows us a cramped closet, where she and her bandmates posed for pictures that ended up in the Eyes liner notes. Now, however, it's just filled with her "dumb shoes."

There's a room where she and boyfriend, New Found Glory guitarist Chad Gilbert, silk-screen band patches, and the patio out back is where she pinned a butterfly to the fence (an image that became Eyes' cover). The place is ground zero for all things Paramore, the epicenter of Williams' universe, both musical and personal. And that's probably why, at the end of the tour, she paused for a second, cracked a smile, then laughed.

"My house is pretty cool," she said. "I'm glad I could show it to you guys."

Last time Whitney Port took a stab at dating on "The City," she had quite a tumultuous time with rocker boyfriend Jay Lyon. Now, with new episodes of "The City" already on the air, Port said throwing a few more guys into the mix adds to her love-life drama.

"There's some blind dates and one in particular that didn't go so amazingly well," she told MTV News. "But I'll leave that up to you guys to see as a surprise."

In addition to her blind date, there's another guy who could give Jay a run for his money. "There's another sort of love interest that I dated for a little while," she said. "And, you know, [he's] very different than what I'm used to — very different from Jay, obviously."

But at the end of the day, Port isn't really settling on one type of guy just yet. "I'm just trying to, like, get my feel for different kinds of guys and see what I like and what I can work with," she said. "It's been fun."

In addition to new boys, Port is also spending a lot of time trying to work things out with her high school friend and new roommate, Roxy Olin. "[Roxy] and I are currently living together, and you see how that can be a strain — you know, working together, living together," she said. "There's definitely a lot that comes with that."

Paramore Kick Off Tour With A Bang -- Although Hayley Loses Voice Before Encore

POMONA, California — It was a bittersweet night for Paramore, as frontwoman Hayley Williams lost her voice before the band's encore on the opening night of their tour, which coincided with the release of their new album Brand New Eyes.

Earlier in the evening, the newly blond Williams told the sold-out Fox Theater that it was just her luck she had gotten sick a week before the tour started. "I really wanna apologize," she told the crowd.

After she exited the stage with the band following the final notes of "Decode," some long moments passed — broken up by chants of "Para-more! Para-more! Para-more!" Finally, guitarist Josh Farro returned to the stage to announce that Williams had lost her voice and felt horrible about missing the next song. "But we're going to play music and let you guys sing," he added.

With that, Farro and the rest of the band broke into "Misery Business" with the entire crowd singing along — so loud, in fact, that it didn't even seem like Hayley was missing.

Despite the setback, fans seemed satisfied with the explosive hour of music Paramore delivered earlier in the night. It was a mix of crowd favorites, like "That's What You Get," "I Caught Myself" and "CrushCrushCrush," with new songs such as "Ignorance" and "Where the Lines Overlap."

Judging by the sing-along level, the crowd was well versed in the new material. But it wasn't until six songs into the set that the frontwoman finally addressed her fans (maybe trying to save that voice). "Pomona," Hayley screamed, "this is everything we would hope this would be, and better!" As a thunderous cheer erupted, the band launched into 2005's "Emergency," with the crowd lifting their cell phones and digital cameras into the air.

Those screens stayed up for the rest of the night, spreading a blue glow across the mostly teen audience. "Hey, we love you all. Pomona, we thank you so much," she said, acknowledging the fans' well wishes that she'd received on her blog over the last year. "It means a lot," she added. "We've been through so much."

It had been a long day for the band too, as the Franklin, Tennessee, fivesome were awake in the wee hours of the morning to take part in Los Angeles radio station KROQ-FM's "Super Tuesday," where they played a morning concert in one venue, while AFI and Alice in Chains played shows in other venues across town. With more than 12 hours separating their morning show and their tour kickoff, Paramore earned extra credit for going the distance on Tuesday — Hayley's voice included.

T-Pain Apologizes To Jay-Z In New Song, 'More Careful'

OK, we get it: T-Pain really has no problem with Jay-Z.

The Auto-Tune star took aim at the legendary MC earlier this month while DJ'ing in Las Vegas, rebelling against the rapper's hit "D.O.A. (Death of Auto-Tune)" in an explicit tirade. A day later, though, he backed away from his comments during a radio interview, claiming he'd just been trying to get clarification from Jay-Z about whether the song was about him or not.

Now, T-Pain has taken to song to apologize to Jay-Z publicly, saying, "My bad."

In a freestyle set to Drake and Trey Songz's "Successful" called "More Careful," the dreadlocked singer makes amends for his lack of discretion.

"I got the money, the money and the cars, the cars and the clothes, and unless I wanna let it all go, I just gotta be, I just gotta be more careful," he croons on the chorus.

"Aight, so let's talk about the Jay sh--," he raps in the third verse. "Some days I wish that I ain't never say sh--/ And Diddy said ain't no excuse for what I did/ But I felt like he was knocking the same sh-- that feeds my kids/ I do music 'cause I need it to make my world spin/ So when you get down to it, it's like you dissing my girlfriend."

T-Pain said in the past he was unclear of Jay-Z's motives behind his anti-Auto-Tune anthem. In his interviews, T-Pain pointed out, the rapper would defend Kanye West's and Lil Wayne's use of computer-aided vocals while simply saying he wasn't targeting Pain on the track. The vague responses, T-Pain said, felt like subtle indictments since he's the most acclaimed and accomplished artist associated with the program.

T-Pain also said Jay-Z snubbed him at Hot 97's annual concert, Summer Jam, when the rapper joked to radio personality Angie Martinez that he thought it was a fan who joined him on stage when Pain joined the Brooklyn wordsmith for his performance of "D.O.A."

But after T-Pain lashed out, when pressed about the burgeoning issue, Jay-Z said he thought the singer/producer was talented enough not to have to rely on the device. The response relieved T-Pain, he said at the time. But in rhyme he admitted it surprised him to even hear Jay-Z respond.

"And Jay one of the only n---as out here bringing it/ So I didn't think he would even entertain the sh--," T-Pain rapped. " 'Cause entertainment is see-through, but if you really feel like I'm dead, then, n---a, me too/ I ain't tryin' to write your rhymes, but you coulda skipped one DJ/ And all you had to say is, 'T-Pain, we cool.' "

He finishes the track out explaining he wasn't hating on Jay-Z's fame or trying to dis the rapper, and made sure his apologetic ode was clearer than a car windshield.

"But by all means, don't take this as a dis or hatin'/ I just wanna explain my side of the situation," T-Pain spits. "So if you knew how much respect that I have/ You'd know I'm a real n---a when I say, 'My bad.' "

Chris Brown's 'I Can Transform Ya' Well Received By Fans

Just a month after being sentenced for assaulting former girlfriend Rihanna earlier this year, Chris Brown is back on the radio with the track "I Can Transform Ya." The Swizz Beatz-produced lead single from the singer's yet-unscheduled new album, Graffiti, is the first official release from Brown since the February incident and premiered on Brown's Web site this week.

The pounding robotic jam, featuring Lil Wayne, doesn't make reference to the Rihanna assault but instead finds Weezy and Brown promising their ladies all the finest things they desire in an effort to transform them "into a starter." How have radio programmers and fans reacted to the tune so far?

Greenville, South Carolina's Hot 98.1 began playing the song as soon as it was available, and operations manager/ program director Steve Crumbley said the response so far has been overwhelmingly positive. "The audience loves it," he said. "The response has been phenomenal, plus you have Lil Wayne on it, so you can't miss."

According to Crumbley, the recent unsavory headlines surrounding Brown don't appear to have slowed his career. "You mean because of the Rihanna thing? I didn't think not playing a man's record had anything to do with what he did," Crumbley said when asked whether he'd hesitated to spin the tune. "I'm not making light of abuse. That is terribly wrong and he had to deal with that, but if the man's got a good song, he's got a good song." Crumbley said he's had not a single negative call about the song so far.

Though Brown lost some lucrative endorsements and suffered some backlash at urban and pop radio following the revelation of the assault, there doesn't appear to be a lingering effect on the radio so far. Cleveland's WENZ (107.9 FM) music director Robin Simone said she also started playing the track as soon as it was available on Tuesday, and the reaction has been overwhelmingly positive.

"People are loving the single, and they're excited about the album," she said. "With all that was happening to halt his career, a lot of fans called in and said they knew Chris wasn't going anywhere."

Reactions to "I Can Transform Ya" were decidedly mixed on MTVNews.com.

"Yessssssss, this is what I've been waiting for," Tom-Iz commented. "Headbanger music in the urban scene is on the rise!!!"

BlACkOUt lamented, "He can transform you from the world's hottest women to the world's hottest women with a black eye. Whatever!"

Quite a few commenters said they loved the song and predicted that Brown is back, though Unome-djd cautioned, "He needs to stick to his community service, 'cause this song is WACK," referring to the six months of community labor Brown is completing as part of his guilty plea to felony assault in the case.

As was the case during the period after the incident, Brown's audience is still clearly split on whether they're ready to embrace him or feel that he needs to take some time out of the spotlight.

"Luv the song & luv u Chris," Sickballa012 wrote. "Haters keep it up. U R doing a great job."

But Refresh snapped, "Yeah, Chris Brown can transform your face if you're a woman."

On Brown's MechanicalDummy.com, the comments are, as you might expect, almost all positive. Nearly 100 fans gushed about the tune. A few said it would take some time to get used to the harder sound, and a handful complained that the song was too drastic a change for them, including a couple who called it "torture" to listen to.

"I don't think this is a good look for Chris," Lizzy wrote. "Not really feelin' it. It's too not you. This is like the stuff on the radio, and all that stuff is garbage."
